Exempt plates are for official uses like police cars
and buses. Up to 1997, City and County Exempt vehicles
were issued plates with an E in a Octagon and State
Exempt vehicles had an E in a Diamond. Currently, all
Exempt vehicles in California are issued the same
plate with "CA EXEMPT" in red letters on the top.
California Exempt plates don't use stickers, and
therefore they were made without the debossed sticker
wells where the plate base would normally have them.
However, later plates that have Month and Year printed
on the graphic background still include that printing.

Simply neglected to include "California" in my search
terms, is all, apparently. So what does this mean
