Though it has been years since I made it through GR, that line is more indicative of Slothrop/TP's  disdain for high brow culture such as classical music (also perceived in his notes pertaining to Spike Jones and Jones' dislike of the "pseudos"), and associates the bombast of  Ludwig Van with the third reich....and yeah the Zone is ruled by organized crime, idd't it (Hermann Goering Casino); the scenes with the Lolita-like  Bianca also somewhat wise-guy/mafiosi.......
 
In Vineland, it is significant that DL is somewhat representative of a  feminist-hippie type but with mob connections to Wayvone Sr.....
 
p. 218 "up over the passes and out long desert arterials, out past the seed and feed houses and country music bars and Mexican joints with Happy Hours featuring 99 cent margaritas out of a hose, under the smog, the dribbling rain, the toxic lens of sky..."   Mr. Pynchon, meet Mr. Chandler.
