I haven't seen D. J. Taylor's Orwell: A Life but  the table of 
illustrations (viewed on Amazon) indicates an illustration of Richard 
attributed to Vernon Richards.

The Taylor bio was probably out too late for Pynchon's purposes. It's 
not listed as a reference.
