The saying is probably more associated with Luther I guess. The idea
applies to both, as well as to St Paul.

But to him that worketh not, but believeth on him that justifieth the
ungodly, his faith is counted for righteousness.

Romans 5:5 King James Version

Can't think at the moment of who thought good works were the key to
salvation. Probably would have been a heresy against the doctrine that
man is powerless to save himself without the free gift of God's grace.
