"... the mood in Watts is about what you might expect."

I've already discussed "you" in paragraph 5. I think this second
appearance (paragraph 5 in its entirety counting as one appearance; I
might not be able to read, but I can count) recalls the inquest, "[t]he
verdict, to no one's surprise ..." etc.

In paragraph 5, the "you" is confronted by "the cop ... approach[ing]
you with his revolver ready ..." etc. Hence, this first "you" (be it a
Watts or NY "you") is positioned 'in' the scene.

Subsequently, in paragraph 8, and following on from the preceding
paragraph's discussion of commuters making or not making detours, the
second "you" is an observer. Perhaps some kind of chorus, called forth
at frequent intervals to comment on the action?
