Ch-ch-checking my Chambers I see that your definition is what is written 
though that wasn't the usage where I grew up.

Mingy there means stingy - possible contraction of mean and stingy.

Now how about minging (ugly, smelly etc) - Northern UK dialect caught on 
more widely in the last few years.
