The refrain then suggests to me one of two possible interpretations.   The 
"bent"--the broken, the disabled--lay them to the broom could mean (a) put them 
to the soil; i.e., bury them; or the opposite:   give the bent, the broken, 
the succor of the (bonny) broom's beauty.
