Bush hired a political hack to head FEMA, not really caring about domestic 
USA issues, other than those that make his richies richer, and those other 
issues that keep his religious right base appeased.  Now his own political 
head is at risk because this fuck-up was so obvious that even the national 
press couldn't ignore it (despite the Bushies trying to blame Louisiana & 
New Orleans Government).  I guess that my be the silver lining to this 
catastrophe.
