Yes, "lily white" is used for caucasian and unhip, but it's also used for "untouched by the sun," which is probably more in context for ATD. It's like the word "paleface"--not necessarily to describe someone in contrast to a Native American, but to describe someone bookish or indoorsy or cultivated--definitely not a redneck (opinions  and lifestyle aside, someone whose neck is reddened from labor under the sun). There's also a sense of "innocent" and "immaculate."

  Yes, lily white is a common, usually disparaging cliche that is often used to describe something that is caucasion and unhip. It is often used in conjunction with "ass" as in "I'm gonna kick your lily white ass!" or just plain "lily ass".
