The problem here is the hours in which alcohol is available to be purchased
and consumed.

Most bars have 1:00AM licenses, some have 2:00AM licenses. Liquor stores are
done by 11:00. Until recently, liquor stores were closed on Sundays. Very
few grocery or convenience stores carry beer or wine. We have to make more
of an effort. If every Mom and Pop carried beer at all hours and we had 4:00
AM licenses as NYC does, we'd be way over the top. Add a few drive-thrus
a'la Louisiana and it would be mayhem 24-7 and Puritan traditions be damned.
