NP: Reading out of place

In the light of the recent discussion about whether non-Californians can
"get" VL, has any of you non-UK/Ireland listers read _Black Swan Green_
and is it possible to "get" it without having experienced the cultural
ambience in the book?

Just struck me that so many of the events in the book were reminders of
my own schooldays (except that mine were ten years earlier.
