I think he means something like, a situation in which
conspiracies, confluennces, synergies, what have you,
have not only been shown to be true, but have (perhaps
cynically) made themselves visible to the point of
conducting business in public view, making critical
attention to such goings on not only more possible,
but also more crucial, as they seem essentially to be
counting on a purloined letter style inattention to
what's hidden in plain sight.  Something like that ...
