I wonder if that's particular to the way they talked
in the Navy, my father used that expression a lot, he
was in the Navy in WWII, a bit older than Pynchon. 
More likely, broader usage, given the many colorful
variations I heard from my dad:  useless as tits on a
billy goat, purty as a speckled pup, smooth as a cow's
nose, & etc. I always thought it was more of a
Southern thing, which is why I wonder if P might have
picked it up in the Navy, outside his New York sphere.
