I think that might mean that someone's marked a
remaindered (that is, overstocked, as in, many
printed, not so many sold) book with a (likely) black
permanent marker (but sometimes fluroescent
highlighter) stripe acoss (usually) the bottom of the
book's pages.  Like that cut out, or BB hole, in a cut
out (cf. remaindered) record sleeve/label.  "Does not
affect play," as we say of records.  Only a problem to
the anally retentive ...
