well, that could be it; however, as the personification of the evil
rich, how about this:
it's not explicitly stated that Vibe is in on the gold rush,
though no doubt either Foley Walker or Fleetwood has indeed tipped
him and he would profit from it...
no, what disturbs him is the creation of new wealth.
only zero sum games amuse him.  it's not absolute wealth that
turns him on, it's being "over" others...it's why he saw Tesla's
scheme for free power as a bad thing - it would not please him
to simply be able to tap a resource, he has to control it
and be able to keep it from others
And in that light, I think he leans toward socialism
and even communism because they allow for _somebody_ to
CONTROL the wealth.  With his lawyers, he can become that
somebody (Federal Reserve, a money monopoly, creates out of
airy nothing claims against all existing and newly created wealth)
