2) Saddam rules as autocrat for decades, builds palaces, has dozens of doubles and numbered accounts, and is probably still alive (that guy they hanged didn't look much like him, imo)
2) Cheney tires of running Halliburton stock into the ground, agrees to act as 2nd banana in the Bush coup-d'etat, and starts a war to pump up stock price

Saddam still comes off as more of a bad-ass

3) Saddam is captured in a hole in the ground
3) Cheney lives for weeks at a time in an undisclosed location

Cheney earns a little more respect here

4) Saddam has hundreds of concubines, and practices droit de seigneur
4) Cheney is married to Lynne Cheney - he may also have concubines but at this point it's not common knowledge

Cheney wins for family values

5) Saddam spends millions on weapons program but apparently produces zip, gets bombed by Israel
5) Cheney re-activates the nuclear arms race (if you look at his career, he goes back and forth between weapons contractors and efforts within government to channel more money to weapons contractors) 

Considering that abandoning NPT sets the Doomsday Clock forward in so many ways, this round goes to Cheney

6) Saddam kills many Kurds
6) Cheney, as part of the Bush falange, bears responsibility for setting in motion wars which are working toward 7 digits of casualties

Round 6 - the acclaim goes to Cheney
