Miles and Lindsay take a horse-drawn carriage to the Worlds Fair. They depart the vehicle at a street corner that's a short walk from the fairgrounds. As they approach the fair, they see the glow of lights, hear the distant music, observe "exotic smoking practices," and witness some of the more culturally diverse attractions of the fair.

The boys pause momentarily at a roadside card sharp, who attempts to trick them with a three-card monte. However, Miles catches the trick and subsequently reveals to Lindsay that he sometimes experiences "these peculiar feelings" that enable him to notice how "everything fits together, connects."

Meanwhile, Randolph St. Cosmo goes to the office of Nate Privett at White City Investigations. Due to recent anarchist activity (e.g., the Haymarket Riots), business has picked up lately. Nate reveals to Randolph the "job" he'd like to hire the Chums for: take an "extra passenger" in the Inconvenience on "a short trip or two" to perform an aerial observation of the fairgrounds, ostensibly for security purposes.
