Or more like Angels? Perhaps like the three Genie in 
Mozart's Magic Flute, a bit playful, more like cherubim
than seraphim, but also functioning as an early form 
of avionic surveillance and thus working to maintain 
forces of hierarchical control. So I think CoC is not as
non-interfering as they would like to be and pretty much 
in the dark concerning the forces that assign them 
to one job or another. For some reason, Harry
Potter comes to mind, magical forces deployed in a 
dangerously decadent (and inexplicably Edwardian) 
setting.
