Those of us who have spent time in the Navy (American navy at least)
will be reminded of the oft heard phrase
"the head is secured" meaning the bathroom has been swabbed out and
brass polished and nobody is allowed to use
the facilities until an inspection party (exec officer or someone)
has come through and OKed things.
