Atdtda[4]: 107.1-13 Two questions

The first paragraph of this section is a bit puzzling for me.
- why "era of desuetude"  I understand what it means, but it doesn't
make any sense to me here.
- the boy with the telephone - when is that happening?  What does his
appearance stand for "face as an angel"etc.
