Gosh, if my memory serves me well, it was because windmills were a 
rather recent import at the time in Spain; excellent Arab invention on 
the other side of the Meditteranean.  Q's fighting high tech, and Modern 
Times.

Have the study somewhere in french, and suppose/hope it was translated 
into English: Emanuelle LeRoy-Ladurie, "L'histoire du climat depuis l'an 
1000"; explains it in detail how and why of the windmills, again, if 
memory serves me well.  And yes, that's the author of "Montaillou, 
village occitan", another fascinating read.  LeRoy-Ladurie is a disciple 
of Fernand Braudel.

Take your time for it - and have fun.  Very beautiful french - in fact 
it is science and literature at the same time.
