Reading this section for the second time, I get the impression that Reef's brought Frank along to take Stray off his hands -- which he eventually does. Soon after, he sends Frank back home to take care of the women, i.e. their mother and sister, while he (Reef) goes alone to Jeshimon. So the new division of labor is that Frank takes care of the family while Reef does the dangerous stuff. Frank takes on the duties that Webb never bothered with, while Reef finally bonds with Webb.
