Since the Chums are "fictional" --and real--within this book, then I would think the author issues their orders, at the first level. As an author would the Russian Chums' orders.
Author, who would know everything about the Chums, since he writes their lives (adventures)
is very akin to an all-knowing author of History, let's call him/her God.
I think TRP is very consciously linking authorial fictions to Godlike events in the creation of History.

So who issues the Chums' orders? Some government or commercial entity?
Something beyond Earth, beyond time, God? What does it say about the
Chums that they don't know? And what does it mean that they are
beginning to ask questions? People interested in connecting AtD with
other works by the same author might do well here; fortunately, I'm not
one of them (heh, sic).
