Maybe from writing term papers, I'm predictable, but 3
major points leap out in that regard
1) If you're writing a fictionalization of people you know,
or a roman a clef, then the characters' actions spring from real life
and you can baste on whatever motivations you want
2) If you're writing an allegory, then the motivations spring
from the actions natural to the attributes you're personifying
3) If you're an historical novelist, then they probably take
on a little of both
