There's a difference between the military-industrial complex type of conspiracy, which has developed incrementally, sometimes deliberately, sometimes haphazardly from the Industrial Revolution through IG Farben, Prescott Bush etc. on to Haliburton et al.; and the type of 9-11 conspiracies which involve a roomful of people, sworn to secrecy, plotting far-reaching acts of violence.  It's not that the latter never happens, it's just that the idea of Bush and Co (or an International Jewish Bankers' Conspiracy) being behind 9-11 doesn't really illuminate how this world works in the way Pynchon's paranoia does.

PS - The footage of that guy ranting about how Silverstein, Silverstein, Silverstein! is behind the conspiracy definitely has an anti-semitic tinge.
