and all public names are in French.  How so?

Until 1932, it was normal that the Flemish region did not give the the 
Dutch names of streets, stations and/or institutions.  The lingua franca 
[no pun intended] in such cases was French, or signs where showed it in 
2 languages.  Hence the Quai de l'Empereur on 525.12, and the 'demi' of 
Lambic a few lines later, a demi being half of a Brussels beer that was, 
37.5 cl.

I know I have to start on page 548, but first some preliminary remarks, 
given the Ostend-Brussels link: imperialism.

Like this one:  On 525.24, for the 2nd time in his careerd Pynchon makes 
the mistake of mixing up Dutch and German, by using the word 'Kellner'.  
Dutch word is 'kelner'.
