"Pan-shamanic empire" refers back to the Doosra's vision of a Pan-Turanian
empire "from Manchuria west to Hungary", under "a single Shamanist ruler".
Altaic and Uralic people practiced shamanism before most of them were
converted to Islam, Buddhism, or Christianity (and "Social-Democracy",
another religion), and retained some of the traditions until the modern age.
This is another case of the author's ironic use of anachronism: Pan-Turanism
became fashionable only after WWI.
