On 27 Feb 2008, grladams at teleport.com quoted the OED on "taking flannel":

> b. Garments of flannel, for boating, cricket etc.; spec. flannel
> trousers. to get or receive one's flannels (see quot. 1889).

A GoogleBook search finds a related meaning of the phrase: "become a full colonel" (i.e., receive a military promotion. The phrase is apparently synomynous with the phrase "red hat."

See:

Which will take you page 110 of _A Dance to the Music of Time: Third Movement_ by By Anthony Powell.

Curiously, this same text seems to appear on page 110 of _The Military Philosophers_, 1910, also by Anthony Powell.
