Appeal to the better read on kings 'n stuff

With Dave, I am hung up on the "ancient proverb": When the King's in town,
there are suckers around.......
I can find a smiley online reference to Something Happening "when the king's in town"...by a female blogger from Arabia!....cannot find the referent.......................another sorta allusion in Arabic, it seems.
so, I checked out the Arabian Nights tales as I could.....nothing..got nowhere,
Glossing the ancient proverb as in AtD, is this how you'all see it?: Citizenry come to town to see the King when he is in town, so some susceptible, not street-smart folks are taken advantage of...the suckers?.....which means those who dupe are around too...............
I'm thinking maybe in a book like From Ritual to Romance of The Hero With a Thousand Faces, dealing with Fisher Kings and their societies, we might find this proverb? (Or in any
of hundreds or thousands that I do not even know about)?
Anyone, anyone?
