TRP alludes to keynes' famous remark, when conventional wisdom was to allow the economic situation time to correct itself, "in the long run we are all dead" early in GR.

A--and I also like the simple psychological truth, it seems, of despair being a corrupt form
  of hope.,,,,

I reread this Dally Crouchmas Kit section last night and was newly
thrilled with
- among several other passages - the impressions Dally took while
poking around in the mystery-ministry, thinking that nobody was watching.

Fitting that you would mention John Maynard Keynes at this
juncture since this phrase on pg 899 "borrowing in
quasi-perpetuity" is almost certainly an allusion to
Keynesian economics.

Minor nit-pick:
"[Kit] had dreamed insomniac
the possibility of another fallen thing
like the one he had once helped the vormance people so
terribly bring to its victims."

--- wait a tick, that'd be [Fleetwood] -- rather than Kit...
Kit has a lot on his conscience already but not that, true?
