I remember reading something by - at least my memory tells me - Simak  
that started off as though dogs had become intelligent and were  
discussing the myths of human predecessors in doggie journals. "Bowser  
in his critique of Fido's fanciful exposition..." or something like  
that. Along with the feeling it was Simak, is the feeling that the  
title had "City" in it.

Ring a bell with anyone?
