In the pointless speculation department:

Given how quickly this work has followed his major opus, ATD, and given the COL49-ish overlap, doesn't it seem likely that this was written back then and only issued now?  In that case, the title, using one of the definitions provided by Ya Sam:

inherent vice: n. ~ The tendency of material to deteriorate due to the essential
instability of the components or interaction among components.

could be a self-referential joke,  such as Slow Learner.
