IV: pot: Doc stoned throughout book or not?

This dialogue between Säure Bummer and Gustav - a refracted version 
of the great Rossini/Beethoven-debate - happens to be one of my 
favourite passages in GR. I love all the German adjectives and the dry, 
mock-scholarly tone of these two unregenerate dopers who love/hate
each other and "are both so blitzed that neither one knows what he's
talking about" - only to be interrupted by pompous Berlin police and
American MPs. 
 
Even though I love IV and am itching to read it a third time, for my money, 
GR remains Pynchon's funniest book,
