I'm on vacation & on an internet connection so bad that I just learned the term "narrowband" ... so I'm having trouble keeping up with email, and fuggetabout searching ...
 
Anyhow, don't think that I've seen this take on the title.
 
"Vice" = cops. So cops as something inherent? Perhaps this as an emerging trend in '69/'70 ...
