The problem here, in California at least, is that while the state  
legalized possession and use of medical cannabis, cultivation remains  
problematic.  Oakland apparently authorized one famous grower/author  
to grow for the city's pot clubs, but the Feds had him in legal Hell  
for years.

What's not to like, for a certain kind of character who doesn't mind  
that kind of work - those guys get to fly around, terrorize civilians,  
knock shit around and burn it up  - some of the things that make law  
enforcement a career choice for so many folks, even the marginal types  
who hang at the edges and help the cops with their dirty work, like  
Marlowe and Doc, at least in the pre-Gordita Beach phase of Doc's PI  
career, according to Pynchon/Doc in the book trailer video.
