"East" is OK even in the farthest reaches of southwest Los Angeles but I 
believe that happens in independent cities (not in City of Los Angeles 
but surrounded by it).

These separate separate cities, like El Segundo, Inglewood, Manhattan 
Beach, etc,. have their own local "main" streets from which a local 
address can be east or west of.

So it's perfectly possible to  have an East Imperial that is West of 
West Imperial, as in the case you cited. The important thing is to 
specify the city you're in. (unless the speakers are eminently familiar 
with the local terrain)

Something I'm curious about is, is there some arrangement whereby an 
LAPD like Bigfoot can follow his prey over these city boundaries  or 
does he have to ask the local police department to do it. Or in some 
cases the L.A. county sheriff.
