"Sparky" is the nickname given to a shipboard radio operator.
Now prophecy: I suppose the 6502 and the 8088 and VisiCalc were 
discovered rather than invented. I don't think so.

However "drive up to Santa Monica, where he visits Sparky who's busy 
with the ARPAnet" is a likely reference to RAND which certainly 
brings to mind issues of Command and Control and the massive military 
funding for RAND, MIT, Radiation Lab, Von Neumann architecture, 
Norbert Wiener, John Forbes Nash, Thomas Schelling, Daniel Ellsberg, 
and many others. It's a crowd not to mention all those who developed 
and implemented the protocols and marketing from Big Iron to BlackBerries.
