So, Doc decides to get the goat of Penny's associate whose attitude turned from 'acid bath' suspicion to loathing between Doc's visits.

Then, Doc sees a stopped clock, lights up right there in the Hall of Justice and yes, maybe the time changes, maybe he has lost all sense of time and he gets a call about the info he wanted. 

Scene ends with Doc having moved into Penny's explanatory fantasy of Manson-chickdom. Doc still 'wants' her at least in a casual sex sort of way.
