And New Orleans has to fight the Army Corp of Engineers tooth and nail
(and we're not winning this fight) to keep them from providing the
cheapest possible flood protection systems (levees, pumps, etc.), and
to try to get them to pump the silt dredged from the Mississippi for
maintaining commercial shipping clearances into the dying marshlands
(to restore our sinking wetlands - our natural defense against
hurricane storm surge) instead of into the Gulf of Mexico (the cheaper
alternative). The reason the levees failed with Katrina was because
the Corp cheaped out on us back then (in the 50's) too.
Spending money on wars is a lot more fun.
