Recently heard an interview with an Afghan mayor who said "All the
people want are police officers who don't beat and rob them." Well,
they probably want more than that, but it's a start and not a lot to
ask.

Then there is the infamous Kabul Department of Motor Vehicles which is
apparently the most corrupt and incompetent organization on Earth.
