Was the Herero Victim of Genocide

interesting thread about whether the Hereros were the victims of
genocide. Joshua Hammer who is criticized for calling what happened a
tragedy and not genocide is writing a book about what happened in
Sudwest Afrika.
Carinna Ray is a professor at Fordham.
I do admit to being puzzled as Ray claims correctly that the German
government admitted as such in 2004. Hammer says that there's was no
evidence to support the notion that this was a preplanned policy to
exterminate an entire people, the common definition of a
"genocide"despite von Trotha's extermination order.
But the Nazis extermination plan for the Jews emerged gradually and
was not pre-planned either (see Raul Hilberg)
I hope Hammer addresses this in his book. His argument is unconvincing.
