It is 1915. One of the Wittgenstein sisters is running 
her own organization to help the unfortunate in Vienna. 

America's administration, from inside the White House,
offers it support---to keep the Bolshies (so to simplify) from
having influence there. 

Maybe this is old news to most, but I did not know the American government
had such policy-shaping 'fears" about a country so far from its
borders as Austria then.
