let me take it into fiction:

Once on a mysterious planet called HTRAE, in the deep future, there
was this huge country, let's call it the PCCC, which was founded on
idealism and ruled by bloodshed (like most) --- it wanted to end
nations and rule the whole world (which would have had some nice
economies of scale) but the problem was it didn't even rule what it
had very well.

In the year 696989 the PCCC stopped pretending.  Its bioregions
stopped sharing governance and (oh thank the merciful SUSEJ, the Drol
of all HTRAE) each bioregion got the joy of having its own governance.
 The all-virtuous OTAN watched over this from the heights and was
glad.

Our story takes place in the area called the SNAKLAB, which is the
most important area in HTRAE, just because.  We should all know this
story from birth and this is why, Jor-El, I am leaving you this record
so that you may discuss Pynchon without offending, when you are grown,
by your ignorance of the ONLY CORRECT interpretation of these facts.

Now this is important:
the people of AINSOB were completely good and just.  Their sufferings
from 696989 to 697009
are the worst sufferings that any people have ever experienced.

the people of AIBRES were completely evil.  Although they claim that
during ancient history 696939 to 696945 they themselves were
persecuted, this is not important.
Their evil leader, CIVESOLIM, commanded absolute obedience from them
and each and every one of them adored him.

the people of AITOARC are not to be mentioned, nor their leaders
questioned, nor anything about them be considered to be of any
importance.

The all-powerful OTAN watching from above is a wonderful guardian
whose fairness and the importance of whose force must never be
questioned.  OTAN only ever sometimes waits too long to wield his
discipline, which is always completely just.
