where? His story is told in patches. Mainly from Penny, Hope, and himself.
I have more of a feel for it than a good working knowledge, so I could easily
have missed a lot of things, but let me rundown what I think I know:
Penny - apparently she's in touch with the people who are running him.
PDID was really the name of an LAPD group:

But Penny isn't among those in that group, so her information, though
first hand, isn't necessarily authoritative.
She's the one who plainly states Coy is an informant.
She could also just as easily be lying to Doc - she turned him
over to her friends in the FBI without a qualm.
Hope - she is conversant with Coy the human. Her story changes,
from wondering "what happened", to something else entirely (in a
passage we haven't gotten to yet) but since she doesn't say anything
about Coy being an informant,whether she's telling the complete truth
at any given moment isn't important for investigating his doings in that sphere.
Coy himself - I'm still trying to find any reference that he makes to working
for PDID. He tells Doc he fell in with the vigilantes, an operation no doubt
linked to the PDID, but his account on page 161 is of "membership" which
indicates some kind of secret society: "what they really wanted was to
control the membership by making us feel like we're never patriotic enough"
as to his reliability, his own words tell it best: "Bearing in mind that
either I don't know or it'll be my ass if I tell you, what is it,
man?" (page 87)
