IIRC, Clinton did a bit of that too. Between that and supporting
Aristide in Haiti, there's a few things to cheer about.
I'm really no expert, as anyone who reads my posts can tell, but on a
playground basis,
if there's a clique that specializes in beating people up, there are
real limits on the amount of authority you can exert over them, aren't
there?
If it devolves into violent confrontation, you will need additional
forces to support your point of view, and then those forces will
have their own interests not necessarily congruent with
yours...meanwhile all those involved are drawn from the pools of
talented people
which could otherwise be supplying personnel for study groups,
gardening, team sports...
a perplexing issue. It's a wonder things work as well as they do.
