A couple-three negative attributes of the Ur-Internet in IV:

  When first introduced to the ARPAnet, Doc thinks it's some kind of  
drug that Fritz is offering.

The Feds use ARPAnet to identify Fritz, based on his online queries re  
Shasta, as somebody they need to come and talk with.

Fritz also notes that he's cutting back on ARPAnet for another  
important reason:  it's taking time out of his schedule that he can  
spend more profitably in the real world, doing the work that earns him  
a living.
