Ah, well, no wonder... I mean, he wrote soooo much that they had to 
exclude something... and TOJ is not exactly the title every PKD 
scholar/buff would agree to put in the top 10 list... it is in mine, yet...

You'll notice, btw, that there is no volume for his stuff of the 1950, 
though there are at least three novels which stood quite well the test 
of time... one being TOJ, the others Eye in the Sky and The Cosmic 
Puppets. Heretic opinions, but then this is the TRP list...
