(np) merit pay

State Standards are adopted  by the Boards of Education  in the  
individual states.  Several years ago the Feds put teeth into them  
with No Child Left Behind.   The expectation is that ALL children will  
be at grade level (as determined by ?)  by the year 2014.   We all  
know that's impossible but no one will take responsibility for  
lowering standards in any way or for any one.

I teach in Central California but teachers all over the US have the  
same problems.
