I don't disagree with this out of hand but it's trickier than it  
appears.   Too many folks out there looking for pat answers.   Right  
now we have one principal being demoted because that school couldn't  
raise their test scores.   (Not my school - we've done quite well so  
far but it looks bad for this year.)
