I've gotta think he set up the contrast on purpose.

The author of V., speculating from what he knows as a privileged
vantage point on how history might look to a student and how it must
look to those closer to the front lines "It will soon shake your
windows and rattle your walls" and the student Fausto I isn't even
savvy enough to hope to God not...?
or is already savvy enough to know that hoping isn't enough?
